Individuals struggling with any substance use disorder can visit a participating police agency or community partner to ask for help.
Walk-ins are accepted from 8:00 AM to 10:00 PM, but please be aware that local police departments and partners may have different hours. To ensure you can receive assistance, it's best to visit during our operating hours.

A recovery coach or case manager can help you explore harm reduction services and provide support tailored to your current needs. They can offer guidance on various options and help you take small steps towards recovery at your own pace. You can connect with the program whenever you feel ready, and remember that seeking help is a positive step, even if you’re not ready for treatment right away.
Is there a cost to participate in the program?
No, participating in the Hope Not Handcuffs program is free of charge. The program aims to reduce barriers to treatment and support.
Can I access treatment through this program if I have a criminal record?
Yes, the program is designed to help individuals regardless of their criminal history. The focus is on connecting individuals to recovery resources rather than legal repercussions.
What types of treatment and support services are available through the program?
The program provides access to a range of services, including detoxification, inpatient and outpatient rehabilitation, counseling, and support groups.
Can family members or friends contact the program on behalf of someone else?
Family members and friends are welcome to call with questions or to get more information. However, in order to access treatment services through the program, the individual must be involved in the process themselves.
What happens if I don’t have health insurance?
The program aims to connect individuals to treatment regardless of their insurance status. Many of the services offered are available to those without insurance, and the program will work to find resources and support that suit your needs.

What if I need help outside of regular business hours?
If you need help outside of our regular hours, our Hope Line is available from 8:00 am to 10:00 pm. For emergencies, please call 911. Otherwise, leave us a message, and we'll get back to you as soon as we're back on the Hope Line.
What if I change my mind after starting the program?
Participation in the program is voluntary. If you decide not to continue, you can choose to stop at any time. However, the program's goal is to provide ongoing support and resources to help individuals on their recovery journey.
What if I have private insurance?
Hope Not Handcuffs is all about connecting you to treatment and support, no matter what your insurance situation is. If you have private insurance, we’ll help you use your benefits to find the right treatment for you.
Does Hope Not Handcuffs help people under 18?
We absolutely help minors with access to recovery services! Even though our program mainly targets adults, we’re here to connect younger individuals with the right resources and support. It’s really important for minors to have their parents or guardians involved since treatment often needs their consent and support.
